Job Description

The Opportunity Paget-Brown Financial Services seeks to hire a Senior Regulatory Services Officer to join our Regulatory Compliance Team (“Team”), who will report to the Manager of the Team (“Team Manager”) and be based in our Grand Cayman office. As a member of the Team, working under the supervision and guidance of the Team Manager and in collaboration with the other members of the Team, the role will be responsible for:

  • managing the regulatory requirements of a large portfolio of clients under the following regimes:

i. International Tax Co-operation (Economic Substance) Act (ES) ii. Common Reporting Standard (CRS) iii. Foreign Account Tax Compliance Act (FATCA) iv. Beneficial Ownership Transparency Act (BO)

  • communicating the requirements of each regime to clients and scheduling the receipt of account holder, accounting and other relevant data from clients and ensuring timely collection of the same to ensure reporting deadlines are met;
  • filing the relevant notifications, reports, declarations and forms as required under each regime;
  • tracking and reconciling filings against the obligations for clients under each regime and acting on generated exception reporting to ensure complete and timely reporting for all clients;
  • managing and supporting any members of the Team who directly report to them, and providing them with ongoing coaching, training, and performance guidance to build capability and ensure high‑quality work;
  • overseeing the performance of the IT systems supporting service delivery, and liaising with internal and external resources to plan and implement updates and enhancements to these that align with business requirements;
  • supporting and, when needed, leading compliance projects to ensure that clients and the business are meeting their respective regulatory obligations under each regime; and
  • monitoring amendments to each regime and liaising with internal and external resources to effect policy and system changes to ensure ongoing compliance in a dynamic regulatory environment.

The Successful Candidate

Must possess

  • At least five years’ worth of relevant experience in either regulatory, audit or fiduciary services within the financial services industry.
  • A strong and demonstrable understanding of the ES, CRS, FATCA and BO regimes and the reporting and registration obligations of Cayman Islands relevant entities, financial institutions and legal persons under them.
  • Experience working with beneficial ownership data and economic substance notification data and handling filings of such via the Corporate Administration Platform (CAP).
  • Experience working with account holder due diligence documentation and data and handling FATCA and CRS reporting via the Cayman Islands Department for International Tax Cooperation (DITC) online portal.
  • Experience working with relevant activity data and handling ES reporting via the DITC online portal.
  • Excellent data management skills, including advanced knowledge of the Viewpoint database system and Excel and Microsoft applications.
  • Strong analytical skills, with the ability to read and interpret documentation in line with specific regulatory and technical requirements.
  • Strong technical knowledge including the ability to understand the AEOI XML Schema requirements along with experience with related regulations.
  • Strong technical aptitude, including experience reviewing and interpreting XML files, gathering and documenting business requirements for application enhancements and customised reporting, and conducting user acceptance testing for software releases delivered by third party IT vendors.

The successful candidate must also be self-motivated and be able to work independently and cope well under pressure to complete high volumes of work under tight deadlines. This is a dynamic role that will require collaboration with internal stakeholders and clients to support the Team and the delivery of service to clients in accordance with business policies and procedures. Attention to detail is crucial as is the ability to communicate effectively at all levels, work to tight deadlines, and occasionally work overtime as required.
