Head of Fuels Markets

The Utility Regulation and Competition Office (“URCO” or “Office”) is an independent, multi-sector regulatory body responsible for regulating information and communications technology, energy and electricity, water, and fuels in the Cayman Islands. Our mandate is to protect consumers, ensure fair competition, and promote innovation, investment, and development in all regulated sectors. The sectors are regulated by the Utility Regulation and Competition Act (URCA) and the sector-specific acts and regulations. The Head of Fuels Markets leads the economic and commercial regulation and strategic development of the fuels sector in the Cayman Islands, including the licensing of retail and wholesale fuels activities. Working alongside the Head of Fuels Safety and Compliance and under the direction of the Chief Fuels Inspector, the post holder ensures transparency, competitiveness, sustainability, and effective market conduct across the sector, while providing the economic and market-conduct inputs that anchor licensing decisions.

KEY RESPONSIBILITIES

• Oversee sector data collection, analysis, modelling, and reporting.
• Provide expert recommendations to the Chief Fuels Inspector (CFI) and support policy development and regulatory decision-making.
• Ensure the work of Regulatory Analysts is technically robust, timely, compliant, and aligned with URCO’s mandate.
• Lead on the licensing of retail and wholesale fuels activities, integrating economic and market-conduct criteria with safety and technical inputs from the Head of Fuels Safety and Compliance.
• Ensure the fuels sector is regulated in accordance with URCA and in compliance with the Dangerous Substances Act and Regulations.
• Coordinate closely with the Chief Fuels Inspector, Head of Fuels Safety and Compliance, and other regulatory sectors and external bodies.
• Lead the design, implementation, and oversight of economic and market-monitoring frameworks for the fuels sector.
• Direct complex modelling: margins, price build-up, ROCE/ROI, cost-flow, competition indicators, investment trends, and other bespoke metrics.
• Conduct high-level market analysis and produce recommendations on pricing, competition, regulatory interventions, and structural reform.
• Review and approve analytical reports prepared by Regulatory Analysts before submission to the Chief Fuels Inspector, CEO, or Board.
• Lead the assessment and recommendation of retail and wholesale fuels licence applications, integrating economic and market-conduct analysis with safety and technical inputs from the Head of Fuels Safety and Compliance.
• Provide expert input to regulatory reviews, sector consultations, and market interventions.
• Ensure the Fuels Markets team meets statutory reporting requirements under URCA, the Dangerous Substances Act and regulations and internal policy.
• Support the Chief Fuels Inspector and, where relevant, the Head of Fuels Safety and Compliance in compliance and enforcement actions by supplying validated analytics and evidence-based findings.
• Lead engagement with government entities (including Economics and Statistics Office “ESO”, Customs and Border Control “CBC”, and relevant Ministries) for data coordination and economic assessments.
• Maintain the retail and wholesale fuels licensing register and ensure timely publication of licence decisions and conditions.
• Support budget monitoring, procurement processes, and financial controls for the Fuels Unit.
• Contribute to national-level studies, policy development, and strategic initiatives on the economic and commercial aspects of the fuels sector.
• Support emergency response, business continuity, and crisis management activities as required.
• Serve as economic/market technical adviser on committees such as the Fuel Standards Committee, Fuels Advisory Committee, parliamentary committees, and inter-agency forums.
• Perform other role-related duties as assigned by the Chief Fuels Inspector or CEO, consistent with the grade and purpose of the post.

Qualifications and Experience

Applicants should meet the following minimum requirements

• A bachelor’s degree in economics, Finance, Fuels Sector Management, or a related field is required.
• A master’s degree in economics, Competition Regulation, or a fuels economy-related discipline would be an asset.
• At least eight years’ experience in economic regulation of fuels markets, market analysis, fuels sector operations, or a related field.
• A professional designation in economics, finance, engineering, regulatory compliance, or a related discipline would be an asset.
• Extensive knowledge of the fuels sector, including global and regional fuels supply chains, systems, and installations.
• Strong understanding of economic regulation, cost-flow modelling, market performance frameworks, financial analysis, and regulatory reporting.
• Working knowledge of the Cayman Islands economy and public sector structure and operations.
• Demonstrated experience in policy implementation and a detailed understanding of corporate governance.
• Demonstrated leadership experience supervising analysts, technical staff, or multidisciplinary teams.
