Job Description

As a member of the Senior Management team, the Head of Division (“HOD”) acts within a strategic capacity to support the mission and values of CIMA by planning and managing all aspects of the Division and by collaborating with other Divisions to ensure that CIMA operates in a consistent, effective and efficient manner. The HOD is accountable for assessing and making recommendations with respect to new applicants; planning and directing a programme of monitoring and inspections of licensees that is based on a risk-based approach and international best practice; assessing and making recommendations for enforcement actions; liaising with industry associations and licensees to inform and be informed of sector specific trends and issues; and for planning and directing the team to meet the goals and objectives of CIMA that are proportional and conducted in a fair, consistent and transparent manner. The HOD represents CIMA as members of regional bodies of insurance supervision such as the Group of International Insurance Centres Supervisors (GIICS), the Caribbean Association of Insurance Regulators (CAIR), the International Association of Insurance Supervisors (IAIS) and participates in developing regional policies and standards of regulation and supervision based on international standard setters.

RESPONSIBILITIES

The successful candidate will

Plan, direct and delegate actions, projects and work assignments to ensure that CIMA’s strategic plan is implemented in a fair, consistent and transparent manner; Promote a safe and sound financial system by developing, recommending and implementing strategies and actions to ensure the Division embraces international best practice of financial regulation; Analyse and recommend on–going changes to processes and operations that positively impact the Division and CIMA; Develop and ensure the implementation of standards, policies and practices for the inspection and supervision process of licensees to ensure consistency and transparency; Analyze and manage complex regulatory issues to ensure compliance with regulatory and legislative requirements and make recommendations for appropriate corrective action for any licensees with supervisory concerns; Ensure the off-site analytical and on-site inspection processes are carried out in accordance with the policies and procedures of the Division and CIMA; Implement processes and provide leadership to ensure the Division has a shared commitment to achieve the goals and objectives of CIMA and the achievement of divisional and individual goals; Evaluate and recommend staff complement requirements as part of CIMA’s annual staffing and budget planning process, and participates in the recruitment and selection process; Be a positive ambassador at conferences, meetings and events and present information, bring back ideas, and make recommendations to improve the regulatory regime and operations; Build positive, cooperative relationships with licensees and other international regulatory bodies or agencies.

REQUIREMENTS

The minimum qualifications required to successfully perform the job are as follows: A Bachelor’s degree (at minimum) and a Master’s degree (preferred), from an accredited institution in Economics, Business, Accounting or Law; Ten (10) years’ experience in insurance regulation, with at least seven (7) years prior experience in a senior managerial position; Preference will be given to applicants with professional insurance qualification(s); Expert knowledge of international regulatory practices and broad policies and laws affecting other institutions with respect to cross-border and risk-based supervision; A broad understanding of international economic and political issues that directly or indirectly affect the strategic objectives of CIMA; Advanced knowledge of generally accepted and international auditing/accounting standards; Advanced communication and presentation skills; Proven exceptional managerial, project management, analytical and strategic planning skills; Proficiency in all Microsoft Office applications; and Advanced knowledge of the Insurance Act, regulations, relevant rules, guidance, policies and procedures relating to the supervision of insurance and (re)insurance companies would be an asset.
